Without -DSYSCONFDIR it is now as it was in the past:

[root at devnoip:~] # /usr/local/libexec/mysqld --verbose --help | grep -A1
'Default options'
Default options are read from the following files in the given order:
/etc/my.cnf /etc/mysql/my.cnf /usr/local/etc/my.cnf /usr/local/etc/mysql/my.cnf
~/.my.cnf
