It is in bsd.default-versions.mk within /usr/ports/Mk/, so if anything, it is
not devel/php-composer that is setting the dependency, but rather the ports
infrastructure that is. Changing things to use PHP 7 instead of PHP 5.6 is not
my call. If you really want to use PHP 7 until the ports infrastructure changes
its default version, you'll have to compile from ports instead of using the
package.
