shar with new port devel/gitlab-shell

Hello,

attached a shar with a new port "gitlab-shell". While this is just needed for
the new port www/gitlab it is developed and maintained as a single project.
Following this line within the portstree makes maintaining of GitLab and
GitLab-Shell much easier. Therefore the new port.

poudriere build fine for:
9.3 amd + i386
10.1 amd + i386
10.2 amd + i386
11-current r293820 amd + i386

portlint is also fine.
