this pr(1) updates devel/codeville from version 0.1.16 to 0.1.17

changes:
standardize (ports) Makefile
distinfo
bumps PORTVERSION
removes PORTREVISION
removes DISTNAME
alters pkg-descr
[SOURCE]
cleanup source, and additional changes necessary in preparation
for version 0.1.18, which will further advance the features
never completed by Ross, and Bram Cohen.

this pr(1) also includes the requisite QA LOG.
