As described- flash programmer for Atmel SAM microcontrollers, used at least in
the later Arduino IDEs (1.6.x, not yet updated in ports).

I've chosen to leave the GUI BOSSA application as an option, off by default,
because I don't believe it to be frequently used. Arduino uses `bossac`, which
is the only executable installed with all options off.

No warnings from portlint, builds fine with Poudriere using a 9.3 jail, 10.2
jail, and slightly older build from former 11-CURRENT.
