Summary of 4.9 update

Changed all sub-command syntax message to display greater detail about
the option flags usage.

Added logic to change the sub-command named "help" to display greater 
detail about the option flags usage on a sub-command basis.
IE: "qjail help create" will now display option flag syntax usage.

Fixed getopt of all the sub-commands so "?" worked as wanted.

Fixed "install" sub-command so it properly applies the minor behavior 
corrections caused by changes to the internals of the jail(8) command and 
changes to parameter names in the periodic files that occurred in FreeBSD
Release 10.2.

Corrected logic in group-prefix routine concerning the command syntax.
Required syntax is xxx= but if =xxx was entered by mistake all jailnames
were selected in error.

Changed verbiage in qjail manual describing "help" sub-command.
Changed verbiage in qjail manual describing vimage changes contained
in 11.0-RELEASE.
