Diff contains the following changes:
Makefile: Version bump
distinfo: contents update
pkg-plist: lib/libskarnet.so.2 removed

Notable changes between 2.3.8.0 and 2.3.9.0:
libskarnet.so.2 no longer built as nothing linked against it
New functions: bitarray_firstclear_skip and bitarray_firstset_skip.
