As Kubilay said, this needs testing. In fact, it doesn't build and thus needs
to be finished first. If you want this port, feel free to help.

Out of curiosity, how do you intend to use the port? minilzo is designed
specifically to be bundled with other software, what purpose is to install it
systemwide? There's even no standard for include and library naming, versioning
and locations for it to be usable.
