Update Port: databases/sqlite3 to 3.10.0

- Update port to version 3.10.0.
- Add options for choice command line editor library for shell tools.
  And off using libraries by default now.
- Add option for dynamics link shell.
- Add option SQLITE_LIKE_DOESNT_MATCH_BLOBS.
- Remove option TEMP_CACHE_SIZE.
- Cosmetic changes.
