Per Ian Lapore's note (see below) on how to interpret what I did and found while exploring building textproc/expat2 on arm with cortex-a7 specific code generation fir an rpi2b, I've retitled and moved Bug 205904 from Base to Ports & Packages for textproc/expat2:
> All of this is a complex way of saying "there is a bug in the expat2
> port" (that being that it tries to build a shared library from object
> files that were compiled without -fpic).

> Adding -fpic via make.conf is absolutely not a fix or even a marginally
> viable workaround.

(What I did temporarily with my /etc/make.conf was just to test if the difference in how things built was sufficient to allow the portmaster to complete. It was.)
