Add METALINK option

Hi,

For a few versions, curl now proposes to support metalink files through
libmetalink. I've written a patch to add the option of enable it in ftp/curl,
would it be possible to consider commiting it?

One issue I found is that for an unknown reason, the curl binary requires
explicit linkage with libcrypto, which was worked around with the option LIBS
variable.
