sysutils_fusefs_ntfs_Makefile.diff

This disables UBLIO by default as it breaks mkntfs. It also notes it in
UBLIO_DESC at the end as breaking mkntfs.

UBLIO hangs for some reason when mkntfs is tries to create the backup boot
block.
