Bump to 1.2.18, switch to github as distfiles source.

Hello,

Here is a patch to update mumble from 1.2.8 to 1.2.18.

Main changes along bumping version number are:
 - upstream now use github to serve distfiles
 - use upstream subprojects to provide internal celt releases (not included in
tar file)
 - a stray qmake cache file must be removed prior building
 - a small patch is added to handle more gracefully system datatypes

For the sake of completeness, some source mention being able to build mumble
with Qt5, but this release require significant patching to do so, so while I
would have liked to provide QT4/QT5 options, I refrained to for now.
