Peter, as maintainer, you need to approve or disapprove this patch.  If you
disapprove it, you need to say what should be modified to achieve approval or
state why it will never will.

It's common for maintainers to push changes upstream as well, not just push
that off to  people that write PRs.  Often maintainers have a better
knowledge/relationship with the upstream that the submitter does and would be
more successful at getting fixes in.

So in general comment#2 isn't valid.  the "maintainer" has a lot of
responsibility.
