You have to use PGSQL <= 9.4 for postgis 2.1

As proposed, maybe we need something like a port framework.

Instead of a RUN_DEPENDS or LIB_DEPENDS, just put USE=postgis like USE=pgsl and
define or not which versions we need. Also postgis.mk can check if the version
of pgsql is compatible with postgis version?
