There seems to be a problem with openntpd-5.9p1,2. 

# service openntpd start
Starting openntpd.
Shared object "libtls.so.10" not found, required by "ntpd"
/usr/local/etc/rc.d/openntpd: WARNING: failed to start openntpd

Build in local poudriere. Tested with and without RESSL option.
Stock FreeBSD 10.2-RELEASE-p14 (freebsd-update).

After downgrade to official repository version, the problem went away:

Installed packages to be DOWNGRADED:
        openntpd: 5.9p1,2 -> 5.7p4_2,2 [FreeBSD]
