Occasionally a python3 specific version of a port does need to be built, it is
preferable that we don't if we don't have to. When it is needed it is normally
a py3 variant not a specific python version. If lack of a py3 variant blocks 20
other ports it is more likely to be accepted that one that blocks a single
port.

When packaging as a py3 dependency for another port, there are issues that are
still being worked on, but my suggestions are enough to build and test your
application. If you are looking to add it as a new port that will be py3.x only
then compromises may need to be made for a while.
