devel/hgview: update to 1.8.2

This port was marked broken and now deprecated apparently in error. The LOGILAB
definition was removed from bsd.sites.mk and ports using that were marked
broken half a year ago. However, the first entry of the former LOGILAB list is
the same as the current active download link on the project page. If the
Logilab mirrors went out of service then the LOGILAB list should have been
pruned, not removed.

Apparently there were only two ports using that site macro, so instead of
reviving the macro, revive this port by using the proper download URL directly
in MASTER_SITES. While here, update to the port to the current release and
refresh the pkg-plist.
