patch against games/wesnoth

Add a flag for portscout, because it detects the "new" version 1.13.1. In
wesnoth just the even releases are maintenance releases. Odd release numbers
are used for development releases. The new flag copes with this.

Also i changed the position of PORTREVISON to pet portlint.
