patch with update to 2.3.0

Hello,

attached a patch to update the port to the current version. 

QA is very simple for this one:
# make stage && make stage-qa && make check-plist
====> Running Q/A tests (stage-qa)
====> Checking for pkg-plist issues (check-plist)
===> Parsing plist
===> Checking for items in STAGEDIR missing from pkg-plist
===> Checking for items in pkg-plist which are not in STAGEDIR
===> No pkg-plist issues found (check-plist)

Also i just executed the sample for a runtime test:
# php work/IO_Bit-2.3.0/sample/iobit_get.php /tmp/muff 1
1:0
