Patch for OpenMPI option including upgrade to 3.3.4

Please find attached a patch against math/fftw3 that provides an option
"OPENMPI" which enables compilation of FFTW3 against net/openmpi, thereby
enabling the build-in MPI parallelization. This is important as a lot of HPC
applications rely on this functionality.

It also includes an upgrade of the port to the latest release 3.3.4 from
fftw.org. This has been requested before in other entries: bug 198296 (upgrade
to 3.3.4) and 201265 (duplicate of 198296, question about OpenMPI support).
