Patch for Makefile and pkg-plist to add missing rules files

Suricata 3.0RC1 includes two new rules files that should be installed in
etc/suricata/rules.  These files are:  app-layer-events.rules and
modbus-events.rules.  These files are not currently installed by Suricata 3.0
package for FreeBSD.  The fix requires adding the missing rules files to the
Makefile and the pkg-plist files.  A suitable patch file is attached.
