The update to 1.6.2 silently turns users' sshguard-ipfw configurations into
no-ops, since the ipfw code in 1.6.2 doesn't actually install any firewall
rules any more.  This needs to be fixed in the rc script as this is a massive
POLA violation.  Many users will have upgraded using "pkg upgrade" and will be
totally unaware that sshguard is no longer protecting them.
