patch update to 2.1.4

SAGA GIS patch against version 2.1.2

- update to version 2.1.4
- switch from swig20 to swig30
- use devel/liblas12 (new liblas does not work)
- use autoreconf again
- use Makefile.am instead of Makefile.in
- introduce gcc version detection in about dialog


Poudriere logs appended for HEAD amd64, 9.3 amd64 and 8.4 i386.
