patch to add mlock support

Here's a patch to add mlock/munlock/mlockall/munlockall support to lang/go. I
tested this by patching security/vault to enable mlock on FreeBSD, since it
wants to mlockall by default. It seemed to work fine. If this seems OK to you,
then I'll go ahead and submit this change upstream. Thanks!
