Do the perl scripts not run without the full path in them?
/usr/local/bin/ should be in the default search path...

Also, I'm not too happy with us patching up a cacti bug from our side - have
you raised the data sources issue with the cacti project?
That change is far better suited in the source repo than on our side I think.
