mingw32-binutils.patch

I am making devel/mingw32-binutils a slave port to devel/binutils. This will
make it so it'll be kept in-line with updates to devel/binutils.

NOTE: Due to this, the files directory as well as distinfo and pkg-descr have
been removed.
