Update with changes up to 20141218. including a minor change to the build.

Initial try to have this use the blaslapack framework. Unfortunately it looks
like the netlib blas is hardcoded in the CMake buildsystem so set it to netlib
for now.

The blaslapack support involved touch also the arpack-ng port.
