add py-pkgconfig port

Add port for devel/py-pkgconfig. similar to p5-ExtUtils-PkgConfig it interfaces
with pkgconf/pkg-config and is used as a dependency in the upcoming
science/py-h5py update.

pkgconfig is a Python module to interface with the pkg-config command line tool
and supports Python 2.6+.
