patch for updating the port

- update 0.72 -> 0.721

- add BUILD_DEPENDS (no RUN_DEPENDS needed)

- add TEST_DEPENDS

- "portlint -AC" just warns about non-empty $FreeBSD$ tag.

- Tested with poudriere (log attached) at 11.0-CURRENT-amd64 with perl-5.20.3
