Fix slsh.rc

The patch at files/patch-slsh__Makefile.in introduces a call to
prepend_to_slang_load_path at the beginning of the slsh.rc file. At that point,
that function is not defined.

$ slsh
prepend_to_slang_load_path is undefined
/usr/local/etc/slsh.rc:1:<top-level>:Undefined Name
$
