patch upgrading devel/cc65

devel/cc65 is grossly out of date, meanwhile there is a new upstream maintainer
and a new infrastructure around github. See attached my proposition to update
this port. The "files" directory is no longer needed as the new cc65 honours
"prefix" and finds its includes etc. without help from the environment.

Unfortunately, the docs can't be built without "linuxdoc-tools", which isn't
available atm from ports, so I commented out those lines.
