devel/libsigc++20: fails to install WITHOUT=DOCS because

share/devhelp/books/libsigc++-%%API_VERSION%%/libsigc++-%%VERSION%%.devhelp2

seems to only be installed when DOCS are enabled, while it's listed in plist
unconditionally.
