patch for updating port

- update 1.02 -> 1.12

- add LICENSE
- strip .so library
- new *_DEPENDS are needed to run perl tests from inside poudriere jail, 
see below. N.B.: TEST_DEPENDS does not work in this case.

"portlint -AC" just warns against non-empty $FreeBSD$ tag.

Tested with poudriere (logs attached) at 10.1-amd64 with perl5.16.3.
During this, built-in perl tests were activated with "pre-install: test" 
construct in the port's Makefile.
