ports/185896: [port-update] deve/zookeeper updated to latest stable version

Please, use the newest patch with following changes:

- updated Zookeeper to latest 3.4.6 version
- support for STAGING
- fixes for port functionality (statup scripts were broken)
- removed C/Python bindings installation from the port
- updated description and comment
- portlint polishing
