I'm having some trouble building the port as a user due to the calls in
files/pkg-install.in.

How about replacing most or all the code there with USERS/GROUPS
(http://www.freebsd.org/doc/en_US.ISO8859-1/books/porters-handbook/users-and-groups.html)?
Something similar to this commit:
