Patch to remove runtime dependency on comms/nec2c

xnecview is a program that displays the result of running NEC on an antenna
input file, it doesn't actually run NEC itself. This program runs fine without
a particular version of NEC (comms/nec2c) and works with other NEC engines as
well. As such it makes sense to remove the runtime dependency since this
program can be used as a stand-alone viewer.
