Capsicum for tcpdump
The latest release of tcpdump has incorporated the latest changes for capsicum.
It has a small issue where we need to change the configure.in script so as not
to test for cap_rights_init() which is a macro.
This will hopefully be fixed in the next release of tcpdump.
Meanwhile, this patchset fixes it.
