strongswan update 5.2.0 -> 5.2.1 diff file

Updated strongSwan to version 5.2.1
 - Removed
files/patch-src__libhydra__plugins__kernel_pfroute__kernel_pfroute_net.c this
patch have been included in 5.2.1 source code.
 - Changed TOOLS option to separate options for PKI  utilities, and SECP
(Simple Certificate Enrollment Protocol) options
