As of r275373 I added build infrastructure for building and using a number of
ELF toolchain tools instead of GNU binutils:

It is enabled by adding WITH_ELFTOOLCHAIN_TOOLS=yes to /etc/src.conf. I'd like
an exp-run with this setting. (Or if there is some exp-run tooling that makes
it easier to test a patch, I will attach one to move ELFTOOLCHAIN_TOOLS to a
default yes option.)
