Update for tuareg-mode.el 2.0.8

This is an update for lang/tuareg-mode.el to version 2.0.8.

It also:
* adopts the port
* adds staging
* adds a pkg-plist
* supports OPTIONS_DEFINE
* uses Github
* removes obsolete comments from the Makefile.
