Updated Makefile for www/firefox-esr

The Makefile for www/firefox-esr checks for nss >= 3.15.4. However, when I had
nss-3.15.4 installed and attempted to build firefox-esr-24.7.0,1 the
./configure step failed with error indicating that at least nss 3.16.2 is
required. Updating nss to 3.16.3 allowed the build to succeed, but Makefile
should probably be upadted to check for correct version of nss.
