When attempting to build security/ipsec-tools, the configuration script fails on OpenSSL version detection. Specifically, a simple C program is generated to check #if OPENSSL_VERSION_NUMBER < 0x0090813fL, indicating that OpenSSL is at least version 0.9.8_13. The version indicated in /usr/include/openssl/opensslv.h is 0x0090811f, indicating version 0.9.8_11. The problem, though, is that the version of OpenSSL currently installed on this server is 1.0.1_8.
