While a workaround is suggested here, I think this is a no go - pkg_install is for me an old pkg_* tool, which should not be on a pkgng box... Worth to mention is a fact there is no /usr/ports/sysutils/pkg_install-devel directory, making suggested workaround not usable. There is, however, ports-mgmt/pkg_install ports telling in its pkg-descr file following:

FreeBSD -CURRENT version of the pkg_install suite of tools for doing
maintenance of software packages.

However, trying to build it currently fails, too:
