ports/171903: net-mgmt/observium port should only provide dependencies

OK, and that's increasing my workload with no obvious benefit.

This seems lame to me.

There is a currently broken observium port.  My patch provides a working
alternative and should be useful for others.

I don't have the time to responsibly commit to taking care of this patch
for the long haul.

I'll maintain my own copy until another alternative comes along.
