 Because you're going at it backwards.  Just reinstall the top-level 
 ports.  Top-level ports are things like postgrey, pflogsumm, 
 fastest_cvsup, etc.  Reinstall those ports and they will reinstall perl 
 and perl modules as dependencies.  You can figure out which ports depend 
 on perl modules by simply listing off dependencies for everything you 
 have installed.
