Running truss against rrdtool coughed this up:

 96412: read(3,"#\n# pangorc file for uninstalle"...,4096) = 185 (0xb9)

 96412: read(3,0xbfbfa558,4096) = 0 (0x0)

 96412: close(3) = 0 (0x0)

 96412: open("../modules/pango.modules",O_RDONLY,0666) ERR#2 'No such file
 or dir

 ectory'

Seems relevant. No idea where that relative path should be rooted.
