I just had a look at the PR, according to Mk/bsd.databases.mk, you
should be setting WITH_PGSQL_VER as:

WITH_PGSQL_VER=91

and not

WITH_PGSQL_VER=9.1.3

Not sure why the code in Mk/bsd.databases.mk is not flaging this as an
invalid PGSQL_VER.
