This PR is connected to ports/159348, where I updated and Cabalized the git
annex port.  It involves renaming git-annex to hs-git-annex.  It is done to
enforce the naming policy usually applied on Haskell ports as it is now a
transcript of the git-annex [1] Haskell Cabal package.
