Maintainers are only notified when it's opened*, or if someone puts then
in the Cc:.

* if the autoassigner can figure out what port it's for.  This PR came
in without the full category/portname, but IIRC I fixed it and forwarded
the email to the auotoassigner, so you should have gotten an email copy
of that.
